These tutorials were written and created by yours truly in Photoshop CS, though they should work fine on most earlier versions. All tutorials are marked according to the skill level requirement. Please do NOT copy these tutorials elsewhere.

Skill level: Intermediate. Must have sufficient ability and understanding of the pen tool.
Works in Photoshop CS and up. Click thumbnails to see larger views.

Open an image of wings you want to trace or create a new document if you want to draw your own wings. I used this image from Sailormoon.
Create a new path then trace the wings with the pen tool.
Select the brush tool and select a brush. This will be the size of the wing line at its thickest. Make sure your foreground color is white.
With the pen tool selected, right click on your image and select 'stroke path.' Tool: brush. Simulate pressure: CHECKED. Click ok.

Pretty, ain't it? ^_^ To make your wings more magical, double click the layer and go to 'outer glow.'

Settings:
Blend mode: Screen
Opacity: 100%
Color: White
Size: 20 (or whatever you think looks best with your size wing)

Reselect your path, go to the pen tool, right click and select 'Make Selection.' Feather Radius: 0px, Anti-Alias: Checked, Operation: New Selection.
Create a new layer, and with the lasso or polygonal lasso tool, add areas so that the inside of the wing is completely selected.
Using the paintbucket, fill your selection. You may adjust the opacity of this layer to your liking.

Add the wings to any image and you're done! This tutorial has an endless number of possibilities. Add color, play with gradients, and even change shapes to make your wings unique and even more magnificent!

Image used is a lovely doujinshi by a friend of mine, frozenwilderness.
